For new chemical substances, notification is required for cases of manufacturing/importing less than 0.1 tons of the substance annually, and registration is required for cases of 0.1 tons or more annually. Registration application data are differentially applied depending on the new chemical substance’s manufacture/import tonnage, its status on whether it is an intermediate or a polymer, etc.

Application for confidentiality claim
Out of the data submitted for registration application for new chemical substances, it is possible to apply for a confidentiality claim for data such as composition of the substance.
- Data submitted for registration/notification which falls under corporate business secrets, such as composition of chemical substances
(If the data for which confidentiality is claimed are not considered business secrets, the application will be rejected)
Data that are not considered business secrets:
• Data regarding commercial names or product names of the substance
• Data regarding uses of the substance and/or relevant products
• Data regarding safe use of the substance and/or relevant products, such as instructions for handling or disposal methods
• Data regarding response measures in case of accidents involving the substance
• Data regarding physical/chemical properties of the substance
• Summary data regarding hazards of the substance
• Summary data regarding risks of the substance
• Data which has been recognized and announced by the Minister of Environment as necessary to be opened to the public in order to protect human health and/or the environment
