Only Representative (OR)

Foreign manufacturers of imported chemical substances or mixtures(each constituent registered separately) may appoint a representative who fulfills the conditions set by decree of the Ministry of Environment for the tasks of registration application and/or notification. If the appointed representative completes the registration/notification of the substance in question in the importer’s stead, the importer is considered to have fulfilled his obligation for registration/notification.

Foreign manufacturers appoint one OR per substance. The roles of the OR are as follows:

• Registration/notification of the substance, and notification of alterations
• Application for confirmation of exemption from registration/notification,
  and application for alterations therein
• Alteration registration/notification for registered/notified chemical substances
• Notification of priority substances contained in products
• Confirmation of individual submission of registration application data for existing substances(opt-out)
• Inquiry into whether chemical substance has already been registered
• Confirmation of approval for use from owners of vertebrate test data
• Providing information on chemical substances
• Providing information on chemical substances contained within products
• Application for confidentiality claim and for its cancellation
