[CHEMPNAVI]Guidelines for Applying for “Conditional Approval” of Government-Produced Hazard Review Data - Approval of Test Plan Items (30.MAY.2023)
The Korea Environmental Corporation (KECO) is conducting a support program for small-scale chemical industries in order to alleviate the financial burden of registration costs for existing chemicals. Under this program, KECO produces hazardous test data and provides them at a lower cost for the purpose of registration of such substances.
In December 2021, as the deadline for registration approached, our organization provided support for the prompt implementation of regulations in the chemical industry. We temporarily implemented the "Conditional Approval" system, which allowed for the provision of test data for both existing approvals and post-use payment. In 2022, we proceeded with the application for usage approval and collection of fees for 1,432 test data sets that were registered as government-owned properties.
Out of the current 1,528 test data sets eligible for conditional approval, an additional 31 test items that can be replaced by test plans have been registered as Government-owned properties. Therefore, we would like to inform the respective applicants, corresponding to each application number as listed in the attachment (Attachment 1), to review the enclosed documents. Please complete the application for test data usage approval through the Chemical Substance Information System by June 9, 2023.
※ The application for approval of test plan items should be carried out sequentially for each substance, considering the completion of all relevant tests for each test item.

[Chemical Product Management System Announcement] Precautions for Acute Inhalation Toxicity Test of Biocidal products
The acute inhalation toxicity test of biocidal products is performed to obtain the concentration causing 50% mortality (LC50) or to obtain information on classification and labeling.
(Analytical concentration measurement method) For all biocidal product inhalation tests, the aerosol concentration in the chamber is measured by weight measurement method, and in addition, the concentration measurement value for the active ingredient (biocide) is provided through instrumental analysis (HPLC, GC, etc.).
※ If there are two or more active ingredients, the analysis values for all active ingredients should be provided. However, if analysis of active ingredients is not possible, relevant evidence (analysis results record below the quantification limit, etc.) should be provided.
※The analysis of substances should be referred to the "Data Collection of Analysis Methods for Biocidal Substances in Biocidal Products" (available in the Chemical Product Management System (chemp.me.go.kr), Notification Board - Notice (Biocidal Products)) or a certified domestic or foreign analysis method.
Please refer attachment for more details.
