System where manufacturers, importers or foreign manufacturers(including representatives) for consumer products subject to safety certification(proving the safety for the consumer product through product inspection and factory inspection) must receive said certification for each model before factory release or customs clearance from a safety certification authority.

Safety confirmation

System where manufacturers, importers or foreign manufacturers(including representatives) for consumer products subject to safety confirmation receive a safety confirmation test from a testing facility for each model before factory release or customs clearance to confirm the products’ compliance with safety standards, then notify said compliance to a safety certification authority.
Consumer products recognized as having risk for harming the consumer’s life/health, damage of property and/or destruction of the environment due to their structure, materials, directions for use, etc.

Confirmation of conformity

System where manufacturers, importers or foreign manufacturers(including representatives) for consumer products subject to conformity confirmation directly carry out product tests or commission a third party to conduct product tests for each model before factory release or customs clearance, personally confirming that the products are compliant with safety standards.
Consumer products which have a risk of accident or harm to the consumer in the process of handling/use/transport/etc., and consumer products which are difficult for the consumer to determine their components/function/specifications/etc.

Compliance with safety standards

System where manufacturers, importers or foreign manufacturers(including representatives) for consumer products subject to safety certification may continue to manufacture/import safety standards-compliant products without obligations for product tests to verify safety.
Consumer products which, while having a low risk of accident or harm to the consumer in the process of handling/use/transport/etc., are difficult for the consumer to determine their components/function/specifications/etc.

Procedure for labeling of consumer products subject to safety standard compliance

Even without product testing, manufacturers, importers or foreign manufacturers(including representatives) for consumer products subject to safety standard compliance may confirm product safety through utilizing various methods such as ① confirming and monitoring hazardous substances included in raw materials(dyes, waterproofing agents, etc.), ② only using raw materials with confirmed safety, ③ private autonomous certification, ④ certification obtained overseas, etc. and label facts as designated by the product type’s safety standards.
