1. Overview of Amendment
Amendment is made for the additional designation of existing Biocide notified in accordance with Article 18, Paragraph 3 of the amended “Act on Safety Management of Consumer Chemical Products and Biocides”(enforced March 24, 2020) as existing Biocide subject to approval postponement, for the cancellation of the designation as existing Biocide subject to approval postponement for certain substances in accordance with Article 19, Paragraph 3 of the Act, etc.
2. Major Points
a. Additional designation of biocidal product types for existing designated substances
- Additional designation of biocidal product types that can be used for “168”, “214”, “237”, and “328” in the [Annex], and granting of approval grace periods
Addendum
Article 1(Enforcement Date) This Notice shall be enforced from its proclamation date.
Article 2(Repeal of Other Notices) The previous Notice “ Designation of Existing Biocide subject to Approval Postponement “(Ministry of Environment Notice No. 2020-293) shall be repealed.

The "Hazard Review Results of Chemical Substances" are amended as follows: The hazardous properties of new chemical substances with identification numbers “2016-161 ", “2016-227 ", “2016-337 ", “2016-655 ", “2017-269 ", “2017-429 ", “2017-568 ", “2017-721 ", “2017-794 ", “2018-304 ", “2018-512 ", “2018-631 ", “2019-257 ", “2019-314 ", “2019-424 ", “2019-611 ", “2019-907 ", “2019-948 ", “2020-89 ", “2020-125 ", “2020-128 ", “2020-140 ", “2020-256 ", “2021-192 ", “2021-195 ", “2021-202 ", “2022-39 ", “2022-84 ", “2022-147 " “2022-160 " are as follows, and new addition of identification numbers "2023-1" through "2023-37" next to “2022-279”as follows.

In accordance with Article 14, Paragraph 1 of the "Act on the Registration and Evaluation of Chemical Substances" and Article 5, Paragraph 1, Item 1 of the Enforcement Rules of the same law, the "Regulations on Testing Methods for Chemical Substances" (National Institute of Environmental Research Announcement No. 2021-87, December 14, 2021) currently being announced will be amended and announced as follows.

Partial Amendment of the "Regulations on Testing Methods for Chemical Substances"
The testing methods for chemical substances listed in Appendix of the "Regulations on Testing Methods for Chemical Substances" will be partially amended. Nine items in the field of health impact testing will be amended, and two new items will be added.
Supplementary Provisions:
Article 1 (Effective Date): This announcement shall come into effect from the date of announcement.
Article 2 (Transitional Measures): Testing that was being conducted in accordance with the previous announcement, "Regulations on Testing Methods for Chemical Substances" (National Institute of Environmental Research Announcement No. 2021-87, 14. December. 2021), shall be considered as testing conducted under this announcement.
[Appendix] The publication of testing methods for chemical substances is omitted.

In Appendix 4, Subitem (a) for Toxic Substances, the chemical names corresponding to the following identification numbers are amended: "97-1-41," "97-1-68," "97-1-73," "97-1-119," "97-1-134," "97-1-139," "97-1-176," "97-1-199," "97-1-201," "97-1-213," "97-1-275," "97-1-276," "97-1-395," "98-1-480," "2001-1-524," "2003-1-541," "2005-1-553," "2008-1-584," "2011-1-618," "2014-1-692," "2017-1-785," "2018-1-865," "2020-1-1002," "2020-1-1004," "2021-1-1040," "2021-1-1071," "2022-1-1093," and "2022-1-1105." 1. Reasons for Amendment
Among the existing chemical substances listed in Annex 2, there is a need for revision, including the modification of the original chemical substance names due to the expiration of data protection period for substances that were previously declared under general names.
2. Key Amendments
a. Revision of chemical substance names to their original names due to the expiration of data protection period (201 substances, including 4 substances* confirmed as identical and subject to deletion).
Deletions: 2015-3-6233, 2015-3-6256, 2016-3-7172, 2017-3-7250
b. Addition of chemical substance names assigned with CAS numbers and listed in the respective CAS indexes (5 substances) (99-3-1196, 99-3-1197, 99-3-1198, 2000-3-1648, 2011-3-5262)
