Key Contents
a. Announcement of Hazard Review Results for Registered Chemical Substances
Addition of 37 substances (Newly reviewed substances from September to December '22)
Including substances registered from March to May '22 and substances for which additional data was obtained during the same period
Incorporating the review results of two submissions from industry regarding the prior notice (National Institute of Environmental Research Announcement No. 2022-474)
b. Revision of newly reviewed substances due to the acquisition of additional data and confirmation of toxicity for previously announced substances (30 substances)
c. Announcement of chemical substances with completed hazard reviews, including substance names (CAS No.), toxicity status, major hazards, classification, labeling, etc.

To inform the public in advance of the reasons and key contents for amending the "Existing Chemical Substances" and to hear their opinions, in accordance with Article 46 of the "Administrative Procedure Act," the following is hereby announced:

1. Reasons for Amendment
Among the existing chemical substances listed in Annex 2, there is a need for revision, including the modification of the original chemical substance names due to the expiration of data protection period for substances that were previously declared under general names.
2. Key Amendments
a. Revision of chemical substance names to their original names due to the expiration of data protection period (201 substances, including 4 substances* confirmed as identical and subject to deletion).
Deletions: 2015-3-6233, 2015-3-6256, 2016-3-7172, 2017-3-7250
b. Addition of chemical substance names assigned with CAS numbers and listed in the respective CAS indexes (5 substances) (99-3-1196, 99-3-1197, 99-3-1198, 2000-3-1648, 2011-3-5262)
c. Other revisions (3 substances) (2009-3-3854, 2010-3-4297, 2011-3-4949)

Reason for revision: To designate newly identified highly toxic substances among chemical substances that have completed hazard review in accordance with the "Act on the Registration and Evaluation of Chemical Substances"

a. Amendment of new designation of toxic substance that have completed hazard review in accordance with the "Act on the Registration and Evaluation of Chemical Substances":
Addition of identification numbers from "2023-1-1110" to "2023-1-1115"
Revision of chemical substance names for substances with identification numbers "97-1-41," "97-1-68," "97-1-73," "97-1-134," "97-1-213," "98-1-480," and "2014-1-692."
b. Provisions for import declaration and business license, labeling of hazardous chemicals, and handling standards and measures for newly designated toxic substances in accordance with the Chemicals Control Act (Addendum).

Partial Amendment to the “Enforcement Decree of the Chemical Substances Control Act”
Part of the “Enforcement Decree of the Chemical Substances Control Act” shall be amended as follows.
Article 10 shall be as follows:
Article 10 (Exemption from Import Permits for Restricted Substances and Import Notifications of Toxic Substances) Pursuant to Article 20, Paragraph 3 of the Act, the importer shall be exempted from the relevant import permits or import notifications should they fall under any of the following items:
1. Intending to import reagents for experiments, research, and testing (including standard gases used for the calibration and measurement of measuring instruments) that fall under restricted substances or toxic substances, for the aforementioned purposes: Import permits for restricted substances pursuant to Article 20, Paragraph 1 of the Act, or import notifications for toxic substances pursuant to Paragraph 2 of the same Article;
2. Intending to import toxic substances at an amount of 100 kg or less annually: Import notifications for toxic substances pursuant to Article 20, Paragraph 2 of the Act;
3. Intending to import chemicals that fall under both restricted substances and toxic substances (limited to cases where the importer has obtained an import permit for restricted substances in accordance with Article 20, Paragraph 1 of the Act): Import notifications for toxic substances pursuant to Article 20, Paragraph 2 of the Act.
For the parts other than each item of Article 20-2, Paragraph 1, “Article 48-2 of the Act” shall be changed to “Article 48-3 of the Act”.
